You delete it. "Regening" refers to regeneration Tho the config seems fine. I still think you have a hidden elec332 folder somewhere because you obviously have the mod installed :D

Purrhaps you could try regening the config file for Elec, promptly named ElecCore.cfg and resides within config -> Elec's mods folder

The elec332 folder should be inside your save folder (named whatever the world is named), no idea if the other fix would work as I have always resolved these issues via regening the elec332 folder.

Allocate more RAM for Minecraft in the FTB launcher options tab. You want at least 2-2.5gb. If you have 8gb or more RAM in your machine, allocate 4gb. Otherwise, max 2.5gb

There are certain issues (ID fuck ups) with certain crafting recipes. If you can't craft it for realzies (make sure all the parts are correct and not just look-a-like) just cheat in one for yourself and get rid of the crafting components manually
