Is the fluiduct full of lava? That would imply that it doesn't have anywhere to go (meaning that the tesseract doesn't have a valid destination, or your stores are full).

I may be messing up with the mining levels there (unless you aren't wanting to mine nether ores, and a diamond will add what you need to). The modifier provided by paper, with redstone on it outstrips the speed gain by cobalt in pretty much all parts.

Actually, for a few updates now, princesses include "generations bred" in their data, so no two in AS are the same. They don't even stack in AE. It's a pain.

Have you done the soulsand/glow stone/ender pearl quest? Otherwise there might be some other hidden way to unlock it.

My tip would be to make your platform, plant your first tree, and bonemeal it. That should tell you where the tree grows, and where to put your activators. It should always grow in that pattern.
