    Its called a chest :P A simple "Tube -> Chest -> Wooden pipe -> Void pipe" setup will do wonders and you can either add multiple redstone engines or a electric engine if you need extra speed

    My problem is that my power use isn't constant, sometimes I use 200+MJ / Tick (when charging my energy cells I for my quarry, or when running heavy maschinery) and other times its just keeping up with the small use of my smelters, by adding a buffer tank I don't waste steam - I've hooked up 48...

    Liquiducts is a great way to transfer out the steam, another tip is to make a large Iron Tank to store the steam in and use as a buffer

    It limits how many items it "vomits" all over to avoid exactly such things... so if you break the barrel it will only dump, *I think* 128 stacks on the ground and the rest will just be lost immediately

    Is the the receiver still in the overworld? it might be a case of not being chunkloaded correctly...

    ^This Set the MFE to "Emit when Full" and hook it up to a transposer, that way as soon as there is again full charge (which would mean nothing is draining power any more aka full tool) it will pulse.

    Mayhaps... No sources I have been able to find have mentioned that usage, but on the other hand it would be weird to have a slot with no use... will test later

    I prefer RP Tubes over pipes, and tubes can't hook directly into the output of TE machines (they can input fine, but not output)

    I sometimes use an electrical engine + my batpack to power fillers in the early game before I get redstone cells

    a filter to pull empty cells out of the chest, and a relay on the output side of the liquid transposer, dont use a filter to pull the cells out...

    Direwolf's or Mindcrack?

    I use the Mindcrack but have disabled some of the mods. I'm looking forward to the tech pack to see what they pack in that one, I like techy mods more than the magic / fantasy ones
