"making an underwater city" as in floating around and wishing water didn't make me suffocate and move really slowly.

Technic Platform by KirinDave. he has his own thread for his let's play of it. It's a much less tech-centered modpack than FTB and has more mid-game content rather than endgame *coughgregtechlolcough*
 
if you set up glass panes 2 on top of each other you can breath underwater than trying to swim to the surface

Thanks for the tip but I think I'm taking a break from... things. now. I'm almost finished with my model for history and it kind of exploded and it's missing a quarter of its mass. Whatever, at least i tried. :) will still post pictures by the way.
 
Ok after a lot of testing I am sure the issue is just that chunk.

Everything from old school redstone to hidden wiring to wireless the only light update happen by block movement. So yeah that chunk is just bugged.

So I moved it...To be extra sure I used the hidden wiring style

Its not the chunk, its only 1 block in the spawnroom which doesnt update its lightvalues untill you force it to do so. The easiest way to locate the block is to make it dark and try to see the center of the light, then go and place a block in this center, break it and boom - darkness.
