That's because it's not possible. Precision export bus cannot do this. Translocators can do it by setting an item count limit, Factorization can do it by targetting a specific slot (see DW20's latest SP episode for a how-to), and Steve's Factory Manager can do it by slot number as well.

MFFS can block players, but you need an access card to get through it. I don't know of a block that selectively stops players automatically without the ID card mechanism.

I have a patch of taint near my base that won't go away. A couple of spots just refuse to go, I've tried silverwoods and the infused plant but neither will remove the taint entirely. Is this supposed to happen, and do I have any other choices? I'm running a slightly expanded MF2 pack.

Got it working now. The Steve's Factory Manager Block Detector detects an air block and turns on a redstone signal, which goes through a 4-tick repeater to the Autonomous Activator. Works like a charm. Now all I need is that Mystcraft age with tile.ArsMagica2:liquidEssence.name Block oceans!
