    the system where your server runs on needs to be 192.168.1.102 (you port forwards 25565 to the local ip 192.168.1.102 )

    you can check if the port is open. http://www.canyouseeme.org/ Also make sure the Local IP that the port is forwarded to is you actual server system's IP :)

    you can connect locally ? If so then check router/server machine firewall, port forwards.
