I haven't noticed a major difference between the two thb, but worms are easier to come by. (HermitPack)

Right now, I think Direwolf 1.10, Infinity Lite and Sky Factory 3 are the most active modpacks. There is also the Hermit Pack, which is pretty nice, but the Hermits are actually starting to abandon the project.

SAG Mills with octadic capacitors are pretty awesome for Cobble and Sand at least. And you can self-feed it with the flint for a nice bonus.

When you talk about a dried out world, Crash Landing pops into my head. But not sure if that's the one.

The red crosses wouldn't be there if it was the lower half slab. So It should be spawning something.

Not for RS - the front (blue point) just has to point towards the machine.

It sounds to me, that this might be the issue in OP's problem.

I am loving it, good job so far. Some minor issues (e.g. OreExavator randomly activating on non-US keyboards) but overall very enjoyable. :)

In addition the hotkey does not work with an empty hand. Tools will be used up as well as saturation for each block. And do not hold the hotkey while working on your base...seriously, don't!

Weird, had a similar problem in my world and tracked it down to the MobFan in a single spawning lane - but you do not have one. One advice though, do not use half slabs for the walls. Skeletons might shoot you and creepers explode.
