Either use IC2 power generation options or if you have it in your pack, Mekanism cables or Energy cubes. They are taking RF and put out EU without big problems.

It happened to me once - quite a while ago - that my reactor lost all fuel because I build it between two chunks that were loaded at different times. :-/ To ensure that it is not running, you could use some kind of online detector and turn it off via redstoen signal, if no player is online.

Too bad Rotarycraft is not available for 1.10 yet. :-( That would make such a great addition to your pack.
