    16GB assigned is too much and most likely the cause of the lag spikes when Java GC starts freeing memory. Try reducing it to 4-6GB.

    Mod rejections simply means that the server and client have different versions of the mods. If you use version 1.9 on the server, you have to use 1.9 on your client.

    Make sure you are using Java 8. Also check the file permissions, your second log has quite a few permission denied errors.

    I have seen the same error quite a few times recently, the install.bat for some reason cannot download the necessary files from Mojang servers. You can try copying the libraries folder from your vanilla minecraft installation to the server folder and see if that helps.

    With the Twitch app, click the cogwheel icon on the lower left corner to open the settings, then click minecraft, there you can find a dropdown menu to select the Java version to use.
