It's very possible that you've had an error that's quite common recently in regards to your MushroomIsland spawn. See here for more info on it https://www.reddit.com/r/feedthebeast/comments/3q1gir/infinity_1121_lots_of_mushroomisland_biomes/

To answer this, BuildCraft pumps do not chunkload themselves, but the Ender-Thermic Pump from Extra Utilities will (I can't remember if you have EU installed).
