I don't think there are many mods that update as often as LP. If you post each and every update that's going to be a fulltime job. Probably you already missed two new updates while collecting those changelogsSeems I missed a few

I count a major tech mod by a few main features:
- Railcraft
- Steve's Carts
- ComputerCraft
- Engineer's Toolbox
- Ender IO
- MineFactory Reloaded
- Modular Powersuits
- GregTech
- Tinkers' Construct
- Project Red
- Extra Utilities
I can see your point on a couple of those (esp mfr and mps) bit RC ET and EIO are ask fully fledged independent tech mods. They each have their own tech tree and progression. If you don't though ET is an experience you clearly haven't used it as your main tech mod.None of those aside from GT really stand out as a full-fledged experience on their own in the way that things like TE3 and IC2 do, and GT isn't even a tech mod in the same way BTW isn't a tech mod: it's a total conversion.

I personally haven't found EnderIO useful early/mid game at all compared to every other major tech mod. Don't get me wrong, it's a great mod, but more of a lategame thing when you have the resources to burn on the top-tier stuff and need that extra compactness.Both Ender IO and ET fullfill all of your conditions.

Since I know it best, I'll back up Railcraft (apart from needed APIs):I count a major tech mod by a few main features:
1. Can it retain most of its usefulness standalone?
2. Can it process ores and smelt?
3. Can it be used as a backbone for a player's infrastructure throughout the game?
Using my personal standards (which are of course my opinion), none of those mods even qualify except ET. I would argue that mods like TiC and PR aren't tech mods at all, nor is GT, a total conversion.
