Could it be implemented then, as for the people only playing with your mods installed there is currently no real options apart from having to put a reactor in their base to use reactorcraft, and so reactorcraft seems dependent on a chunk loader mod being installed. Also I can't see how it this decision be criticised by server admins and the community as you could provide a config for this behavior.In theory, yes.
You're being a good boy, dealing with your waste all proper and suchRight so breeder reactor up and running, as a side note for haxxors out there a liquid duct with hot molten sodium in it will melt warded blocks(and just about every other block in game). Doubt Azanor will be too chuffed about that tho.
A "Heat Shield" block would be nice to protect other blocks, will encourage compact and neat builds. Was a royal pain trying to sort out everything 2 blocks away from any liquid duct.
Next issue, laaaaaaaag with nuclear waste!!! Like epic major lag, TPS from 20ish to 80ish and goes higher the more waste I add to the barrels, FPS from 50 to 1... Lag hits as soon as I pump Nuclear Waste into long term containers using itemducts, waste sorted into correct containers and the short term stuff submerged. Is it the item ducts or coding on your side?

I couldn't justify it and simply voided it into BC void pipes or garbage cans or whatever mechanisms were available. Dunno if that's still possible.
That said, breeder reactors were really fun to play with
Fission cores were going to be given this functionality (while the reactor was active), but it was cancelled due to nonfunctionality and the fact that including chunkloading is one of the fastest ways to get an entire mod pulled from a pack. Server admins hate chunk loading.

Then you are trying to put the wrong kind of waste in.Can't manually put waste into the drums, tried clicking into slots with 1, 16, 32, 64 waste at a time, tried shift-clicking in GUI, tried right-clicking and shift right-clicking on drum iteself. BC pipes and transfer pipes won't interact either.

There are in fact new experimental reactor designs that theoretically can generate power from waste. However, they are purely theoretical at this point, and on top of that, I know little about them.@Reika, given your tastes, this is actually a fairly stupid question. I'll raise it anyway:
Are there any fringe-realistic technologies we could adopt in ReC to actually encourage people to process the nuclear waste as designed? I realize you don't want to change how waste is managed (you want actual items that people can snuggle with), so I'm approaching this from the other side: make it somehow profitable to the player to process the waste instead of voiding it into any of the myriad black-hole-type blocks at our disposal.
As potential examples of what I mean: a machine that could accept waste as some sort of breeder fuel. Or heating fuel. Or a processing-fuel to get more from an extractor. Or even weaponry for your gravel gun. (That last one is simultaneously silly but fun)
None of these has any basis in research: I'm giving you brainstormed thoughts on how you might make fuel handling more interesting for the end user. Done right, you could force the player to use your disposal drums for X days before the waste is useful for another game mechanic.

Granted, I could, as has been suggested before, add the ability for waste containers to heat boilers, which is actually used in some plants. However, I do not know how to balance this.
