My experience with machines and voltage is that this only becomes a problem when machine setups become complicated. Within IC, I've never lost a machine to this kind of problem until my cables started connecting where I didn't want them to, and I couldn't easily avoid this since I can paint cables only if they're already placed. I don't know how GT is different from IC in this, but I think given a warning in big enough letters, this should not put players off. And who builds electric machines out in the rain anyway? That's just stupid.
Anyway, this is an intrinsic part of IC2/GT, and IMO should not be turned off in a pack about learning GT. I'd rather give out the info "If you don't want this, turn it off in the config."
