Server pack was repo related. Someone uploaded it as the wrong file name. However, it also seems that it is saying "Recommended Version" in the URL which shouldn't be happening... I'll get that fixed right now. What you can do to fix this is to either edit your .cfg for the launcher and remove the line that says "Direwolf20=Recommended Version" OR an easier method would be to click "Edit Modpack" and then make the version of it "2". That will be the most recent version, then you should be able to download the server files without any issues. Afterwards you should be able to swap back to recommended version to keep it up to date. The issue lies solely in the server download code, thus client related files will work fine with recommended selected.

More than likely a firewall issue as your log shows no indication of any issues.

I've noticed that some of the people who can't seem to get it to work: it's usually a forgotten program (another AV/firewall they didn't know about) or they don't actually set the launcher to allow/save the allowanceTry that and see if it works. I know of a few people stating they still can't get it to work even after adding an exception of it to their firewall, not sure why exactly. But try turning it off for like a minute or two to see if that fixes it. If not then it might be something else, although I wouldn't know what it is.
