Are you talking about a floating island in a void of nothing? Use mushroom island, single biome, and the void page. The mushroom island biome will prevent natural mob spawning. Make the rest what you want it to be.

Does the order for the rest matter? Like color, and star fissure? And how do you make it always noon?

The order does matter for the instability mechanic, which will eventually destroy your world. It may also add random things you don't want if you don't do it properly. But, I haven't written an age since the update so I'm not entirely sure of the current order.

You could try this.

Nice job. Make sure the age is not unstable. If it is, you will lose everything in that dimension gradually. Receiving potion effects in the age are the most obvious indication of this. You can find more information about instability and the rest of Mystcraft here.

You can turn instability off in the config to be safe, if you want. To do this, open core.cfg in the (modpack)/minecraft/config folder and change this line:
