Upon further investigation with the FTB Team and the mod developers, we have located a mod bug and reported it. This library is supposed to be server only, however it happens to be shipped on both sides by some launchers which is why it was only picked up in this circumstance.

regarding the version listed on the changelog page as 10407.. that is 1.4.7 encoded as a number and is an artifact of older launcher versions and is used to keep compatibility

optifine is NOT supported by the FTB team in any pack

this bug w/ tags on itemstacks has been around since 1.7.2 unfortunately

worlds from the 1.6 pack can't be updated to 1.7

i believe cofh core grabs any valid file

yes those files control it however, ores are all present but located at different heights, for example, iron is highest in concentration from 28 - 38

@danielfisher29 when the launcher updates packs it removes all the mods and configs
