Do you have cauldron or mcpc installed? Also what modpack and version is this?
I wouldn't be concerned about things repeating in your forgelogs too much (depends on what it is) so can you post your server.log too.
Oceans can range from 20-80k blocks in normal generation, may be 200k I can't remember. However post your servers.properties and BoP config on pastebin.com
Also for a better and easier to understand text editor then notepad try sublime text 2 or beta 3 (it's free).
Last I checked FTB will be on 1.6.4 fr a few more months at least. But for 1.7.2 it should be the exact same setup just with the 1.7.2 versions of the mods and forge. I haven't messed with it yet though.
Also use this to start your server, instead of the paragraph long list of arguments which cause more problems then they solve -Xms256M -Xmx5632M -XX:PermSize=256m -XX:+AggressiveOpts -XX:+UseNUMA
On most modern processors you wont get any problems, damage, intentional slow downs till you reach 140F+, though its generally better to stay around 60-125F. I'm American, and lazy, not doing the Celsius conversion :p

Then start swapping your logs on boot or use another paste sevice. However make sure minecraft server is the only thing running on that server as "can't keep up" means your CPU is lagging. I also suggest reinstalling everything in your pack including the server.jar except the world and adding...
