This won't hurt you or your game at all, they're just ignored if the mod isn't installed. What it will do is help you on the off chance you want to install any of the other mods FTB hosts around its packs. Unifying the IDs and such makes the packs more portable and interchangable.

Yes, they're coded for drop rates of 1 to like 500 leaf blocks, and since that's just a ratio it could take 1500 leaf blocks :) They are rare, sometimes you can get a long stretch with none, sometimes you can get 3 from a single tree... its all luck at some point.
