It usually does, something else is not right so do this....

Barrels up high = input = top of barrel
Barrels down low = input = top of barrel

Blulectric engine, I can't see from the screenshot how you are powering it, solars somehere? alloy wire somewhere? Is the engine cylinder spinning?

I'm using wind farms, and 3 battery boxes are filled. I'm pretty sure it's getting enough power.

I'd try powering it differently that blulectric engine is way too overpowered for farms (even though it's supposed to be intelligent and drop MJ), they only need like 1MJ/t to work and that engine gives off 32MJ/t at max. Never tried the RP engine on a farm, not even sure they work.

No, peat engine minimum (which is what they were made for tbh) but failing that use for testing a steam engine (thermal expansion one which is just called "steam engine") which takes coal + water to run and are easy to make.

If I were you, I'd migrate to the new multifarms. The old ones are being deprecated and will be disabled in a future forestry update.

Do you have a wrath light in that box, the light looks a bit too even for the torches we see. Wrath light lamps create "light" blocks which interfere with trees

The issue with bluelectric engines is that they'll output whatever the machine needs, and those forestry blocks will suck darn near as much as you give it (IE every tick of juice your production/battery system can create). Using them and a solar field is brilliant, but put a Redstone energy cell in the mix and limit it to 1MJ per machine attached to it. I don't now if you'll need to gate the engine to turn off when the cell is full though :)
