You are using the wrong chisel. Sounds like you are using the Chisels & Bits chisel, which breaks the blocks down into individual bits you can pixel art with.

IIRC, the metal former is an IC2 machine, and IC2 uses its own power (EU), not RF. You need to find something that can convert RF to EU or you need to use IC2's generators and cables to make and transfer EU.

I think you may be hitting the transfer limits of your power conduits and ducts. Also, double check your power storage buffers to make sure they are not restricting the flow at less than you are trying to use.

The mod is ore excavation. You have to hold down a hotkey while breaking a block. It works a lot like veinminer. You can find out what key it is set to by looking in the controls setting menu.
