    I tried this with a regulator and it didn't work, I thought it was because the reactor is basically a multiblock and with 6 chambers you can't place a regulator adjacent to the central reactor block.     Not quite what I meant. If you do NOT keep a hammer in the table and let the system always request one, like with other items, will that request be fulfilled by any differently-damaged hammer of the same material you have in a chest with a provider pipe or not?
