I believe you use books, and I think it only works on the advanced drill (although I'm not sure. I'm pretty sure the advanced drill is missing some code to make it unenchantable from a book)

I usually get a bunch of wooden picks, then enchant them with low levels. Sometimes I'll use a stone pick, and iron/gold/diamond is just impossible to do because of how I do things.
