I meant of the blocks and items that you can use, not all the items and blocks in the game. There's no difference between using iron blocks or diamond blocks for a beacon, and the same goes for using iron or diamonds to activate it. That's what I was referring to.

The blocks don't matter. Neither does the input. Just use whatever block is cheapest, and whatever mineral you have the most of.
