Apparently its called Professor Flaxbeard's Wondrous Steam Power Mod and its based on steam using a pressure distribution mechanic.
Was just playing with a simple little new mod that takes care of that: http://www.minecraftforum.net/topic...hing-v102-push-chests-and-stuff-with-pistons/Unfortunately, these devices use pistons, which can only move 12 blocks and can't move tile entities, so it's of limited use.

Players can ride on the machines though. I can totally see an entire game based on caterpillar wars where players have controllable machines and bows.

Or you could use ars magica 2 redstone inlay...You can do it in a pinch with suspended tracks, or mount the tracks on posts to get a similar feel

Damage from being hit from a minecart? Uh... Zero IIRC. If you used a RailCraft Train, them there is damage.
