Also, question, do the D1 votes have to be all different, or could players vote for the same thing three times?
The top three actions that day will be accepted. You can vote three times, either on the same thing or all on one thing.
So, just checking, I can't switch action votes or am I misinterpreting this?
you can switch action votes all you want, unless you lock because of course there's a lock.

BTW, I'll give it a try. Is there an option to nullify a rule if it conflicts with another? Or at least to close any perceived loopholes?

This confuses me. Are you saying "This won't work, because the wolves don't know who they themselves are." or "You (the player) can't punish someone for not following this rule, because you don't know who they are."?
You as a town deal with punishments and rules. If as a town you pass a rle that says "all wolves must reveal themselves." then how do you punish the wolves that break that rule if you don't know who the wolves are?

Given that both the rule-maker and role-maker are villager roles, couldn't this become very one-sided?
Wolven is a character trait. That means you can have a wolven sherrif or a wolven seer. So you can elect a wolf as a sherrif or mayor. You simply do not know.
