Is there a reason I can't enchant a staff after finally gathering up the strength to pick up TC again?

I really like 4.1 it's actually the only time I have tried all of the aspects of the mod simply because I didn't enjoy the mini games.
I am playing on easy mode. But still feel that you have to work a bit to get all the cool things. Huge respect to Azanor for making easy mode a thing

I read that the runic armor can only have one runic armor ability. Can the runic armor gain any normal armor enchants? I tried using a runic goggles of revealing in a anvil with a book and that did not seem to work.

I don't believe Runic armor can accept any enchantments beyond the special runic ones (and only 1 at a time as you noted). It's pretty darn effective at keeping you from getting dead however. Except ... were you trying for Respiration to protect against drowning? Hmmm.

You might need to go full Kami for that.
