Likely Newman. He'll be boosting James Martin's powers so he can power 399 much more easily. You'll be going on more than one mission obviously. I'm thinking of three continuous missions. One will be in a different universe. The other will be investigating the Marianas Trench. The last one will be attempting to figure out a way to contain whatever is held withing 0699. Quite nice if I do say so myself.
Be sure to read the one on the Marianas Trench. Not only is it an interesting read, but it will prepare you. The other one I'd recommend is 682, but i'll probably never reference him in this RP unless it get's REAL boring. He/she/it? is the pure definition of OP.
Name: Sterling Age: 24 Power: Can predict the future when high on hallucinogens (Acid, Magic Mushrooms, etc.). Unfortunately he does not remember anything he predicts. Personality: Has one friend, Joey, his dog, named after Joey Ramone, therefore is very lonely, completely obsessed with Stephen King books, and movies, he hates the police force, but secretly wishes he were apart of it. He easily becomes addicted to substances, and is very depressed. He is a pathological liar. Important Experiences: Became homeless at the age of 14. Sterling was beaten by his cop dad, which spawned his hatred for the police. He became addicted to heroin at the age of 16. Arrested 3 times for trespassing (sleeping), and once for assault of a police officer while at a protest. He did not get sent to any sort of penitentiary because he called self defense, and the jury believed him. How they got to the institution: He was kidnapped by the FBI while sleeping off a hangover in a park. He woke up in Sector 1 with the worst headache of his life.

Experiment: See how long 2998 can use 399 and what the extent of 399's power while siphoning power off of 2998.
Status: Granted. But there shall be guards making sure that 2998 does not abuse the power of 399.

A couple of days after arriving at the institution Ian was flipping through a book in his room when there was a knock on the door. As he turned around a guard entered with a clothing stand containing a bulky grey suit.
"Put this on then come with us" the guard ordered and left the room. Ian put down his book and pulled the suit on.
'This must be a radiation suit so I don't hurt any of them if I start glowing gamma rays or something' he thought as he left the room. There was a group of at least 6 guards outside who escorted him to a small garage and then directed him to the windowless back of a van.
Part way through the journey Ian's glow changed to a non visible frequency and a light on the belt of the suit activated. The guards conversed quietly over their radios and one of them retrieved a small Geiger counter which, fortunately, showed that the suit was containing the radiation Ian was emitting.
After a short journey he was instructed to leave the van and go through a thick metal door.
"What's through here?" He asked nervously.
"An object we need you to help us test. It is perfectly safe, don't worry. Remove the radiation suit when you are inside and await further instructions."
The room was very large and the walls looked like they were made of thick metal and concrete, it seemed to be lit by skylights rather than electronic lighting. In the middle of the room was a table with a few objects on it, as Ian approached his glow switched to a dim green.
"Take the ring and put in on. It will light up. This is normal, do not be alarmed." came an amplified voice. Ian did as he was told and the light coming from his arm and hand faded for a few seconds as the ring rapidly lit up.
"Now command the ring to manipulate the objects on the table" the voice ordered him.
'Ok ... err, open this book ring!' Ian thought and flinched as a thick phone book on the table slammed open to a page near the middle. Ian looked incredulously at the book, then at the ring. He flipped backwards and forwards through the book, his glow visibly dimming slightly.
"Change the colour of the t-shirt" the voice commanded. Ian focussed for a moment and the red shirt on the table faded to a similar green to the one he was glowing. As this was happening his glow disappeared completely and he felt slightly dizzy, he grabbed the table for support.
"How did you make this?!" he shouted but there was no response. He made the book float up and hover in mid air, his glow again faded to nothing and the book wobbled slightly as the temperature started to drop as well.
"The experiment is concluded. Remove the ring and you will be escorted back to your room. Your cooperation has been noted."

Power: Can manipulate technology, to a small extent, but is more likely to cause said technology to explode for no reason. Can also work with magic, but not too well... Is also able to change shape, fly, and go through walls, but is more often to be blown up when flying. Also not too used to a different forms... But it knows a tiny bit of telepathy, which is quite strange...
Personality: Slightly Lively, knows a lot, and Curious
Important Experiences: Didn't come from any time in particular... was created due to gravity and its home planet being consumed by a sun. It has been travelling across time and space ever since. Byrne is comprised completely out of nanobots. Byrne has had to fix time itself, thanks to a time machine experiment gone wrong, in 1950s earth.
How it got to the institution: Byrne actually joined the institute after it became tired of floating alone in space. It pretty much remade a spaceship out of floating junk and flew it.
