I'm pretty sure that signal strength is integrally tied into those states (without the states, no signal strength). If I'm wrong, correct me, but I'd like to see your logic behind your statements.
Redpower and 1.4.7 redstone have 2 states, ON or OFF, machines only care about the on or off state to do their job, in 1.5, the comparator can dectect the signal state (from 1 to 15 or off) and do stuff with it, redpower does not have 255 different states, only 2.
