I understand that, but it's the only alternative I can think off to something whose max build is 64x64, and you're wanting 100x100

I've tried Builder's Wand before. Takes waaaay too long.
Depends what you're making and how you lay out the initial blocks; I've done quite well with one. You need flight and you need to give some thought to maximizing the wand's effect, but it can make things go quite quickly.

I have tried building the first layer THEN using the wand to build up, but the initial process takes way too long.

For flattening a world, I'm gonna go with either a Filler, a IC2 Terraformer with the flattening module, a Ars Magicka 2 Sigil Stand with the Sigil of the Flat Land(IIRC).. might also need another sigil for that. RotaryCraft and the Borer(or the Sonic Borer) would work even better I'd wager.... assuming one can aim them up.

For building large regular areas in creative, I would go for the openblocks building guide, check how to use it in creative in the openblocks book or on the wiki.
Anyways, my base has one story but is huge, three hexagons floating above an ATG volcano. I think it spans across about 150 blocks each way?

I guess it's also a question of how high your roof is...
Plus, there aren't a lot more TC4.1 addons then what he's suggesting you can use in that room. Blood Magic(BM) has a massive altar, about 21x21 at T5, and that's just the base of it. AM2 has smaller stuff, but to get some of the spells you'll need a dark nexus, and that's a somewhat advanced mob grinder(so you'll need a way to feed it mobs, a bit of space required at least), so that'd be about 12x36 I'd say for the basic stuff. TTKAMI is not exactly light stuff, since most infusion recipes it adds need over 200 of each aspect it uses, making it a bit, uh, expensive. You'll want a way to automate all the essentia needed and Technomancy has a smart way to do that, a Galvanized Bellow that heats your arcane furnace with Redstone Flux, but then you need a way to generate enough RF, and then it's back to BM for lava, and while it's not a big ritual, you'll need a good source of LP, and that is easy enough to do with a Black Reactor, but that takes up space as well...
Point is, 64x64 covers pretty much everything Magic Related unless you have, say, Witchery, in which case you may need an extra 16x16 somewhere.

And honestly, that's just because I'm assuming your room has a roof. No roof = fits within the 64x64 area just fine, assuming grass floor and tons of plants everywhere.

Now, if you have Botnia, well, that's not gonna fit in the 64x64 room. At first, anyway. Upgrade your generation petals and it will just fine.
...if only I could find a way to make Botnia play nice with snow blocks again...
