    Only the macerator works like that as far as I know, every other machine gives every listed output right from LV onwards, only the macerators have the thing with adding extra output slots with higher voltage tiers so you only get the byproducts with higher tier machines.

    Do you have thaumcraft? There's the addon Thaumic Bases, adds a whole ton of stuff, but most notably it adds a magical anvil that doesn't have cost scale with the amount of times you've used it before. It also provides a discount to xp needed iirc, made of voidmetal I think?

    There's a quest right in the bottom right you haven't completed, it's a quest to get steel via thaumcraft. You'll have to complete a few thaumcraft quests in order to unlock it.

    Personally recommend wiremill first, mainly comes down to resources and I tend to find the advantage of quadruple wires per ingot is better. The only plates you really need are iron based.     Although, this might be doable actually. Limiting it to only working with finite fluids, although you'd want to add a finite fluid to rotarycraft to be used, but that solves the issue in a large part considering those actually flow down and spread. There's no infinitely flowing source blocks.

    Part of a GT5u change as mentioned, designed to help encourage moving on past steam age stuff by making them less useful at scale, the solar boilers were nerfed as well. They still work just fine at a small scale where there's less, but the extra micromanaging does limit them a bit.

    Redstone signal to activate skull and sand placement, a vanilla repeater will delay a redstone signal. Although that will break if you ever run out of sand.

    For 1.7.10? By default there are no experience modifiers, that's left entirely up to the modpacks as far as I know, the default configs have all materials levelling at the same speed.

    A notable case, Chromaticraft adds magma cream and ghast spawners in one of the nether dungeons. Although if you've got chromaticraft and can figure it out then you can probably just use the spawner reprogrammer, the spawners don't actually need ChC progression to get, just finding the dungeon.
