That is not where the pack is installed to. That looks like the roaming folder that is in windows. Where does the options for the launcher say your ftb install folder is?

The ftb launcher one. Copy and paste the text into additional parameters box in advanced options.

When you add a mod and load it up minecraft, ftb, for the first time it will create the config files for that mod. So if you have launched the game once with the dartcraft mod installed go to the direwolf 1.6.4 pack inside your ftb folder and inside there will be a config folder and inside that...

It is only the new 1.6 packs that don't have that. Look inside your ftb folder then into the modpack folder and you will find them in there.
