Make sure you have exclusive usage of up to 2 cores at all times. I know cheaper VPS providers limit you to 1 exclusive core and you can't max it out for more than a certain amount of time.

It will not impact FPS at all. In fact, if it has 16x textures which replace some of the 32x textures created by mods, you might notice a marginal improvement. Of course, FPS is rarely affected by the texture pack unless you have an absurdly low amount of video memory.
