Yea. I find refineries to be too much of a pain to be useful for power generation.
I find it a lot easier to build a forestry tree farm, ferment that into biomass and just run bio engines. It's easier to run a few more bio engines than it is to refine biomass or oil for use in combustion engines.
I use the 9x9 design, and add a "utilities" floor (usually below) where common functions like power generation, routing, water source, etc. all sit and just route it from room to room underneath (or above once but it works better underneath imo.
Four straw golems for one tiny field like that seems overkill.

Oh... excellent idea. Railcraft routing is a fairly hefty investment so I tend to forget about it unless I'm routing between worlds/ages.
He could set up Railcraft routes for just those that have overflow problems. He wouldn't need to replace his entire pipe infrastructure.
Ah yea. Thaumcraft 3 MP is in the Magic World pack. If you don't want to add any mods to the basic FTB beta pack then you have 2 possible options:
1. Create an endless loop using an iron pipe. The items will just keep circling forever until there is room. This can get problematic over time...

They provide similar functionality to the pneumatic tubes and look much cooler. The only thing I'm not thrilled with is the color block you have to use to indicate that a chest/object is a golem interaction target. Those things are kind of ugly.
I have only ever gotten this to work by using MultiVerse and it's permissions system to block world usage to certain players.

Suffice it to say that when I see anyone asking for help with a high-end FTB server I'm sending them straight to you.
You'd have to also disable the link modifier so that the survival guys can't just craft their own non-disarming book... and you'd heavily depend on the guys in creative mode to not go and mess around on the survival ages.
