By that, you mean stole the code of MCCapes by Jadar Studios and of a MrCrayfish mod? You don't need that much code to add 3 items (talking about the mrcrayjason package). I don't wanna be a jerk, but at least give some credit.

That should not happen, because forge version 10.13.3.1355 does not exist. EDIT: Minecraft Forge's download site is broken. We have forge 1291, but the download says there's only version 1216. Still can't find which mod needs that version of forge, but I'm gonna try and get a patch using...
