Are you sure its update 13 you have? I see update 17 in the log. Try uninstalling update 13 and/or reinstalling java. "started Java version: 1.7.0_17" Also is this error causing any trouble? It sounds like you are not connected to the internet or your AV/firewall is blocking the launcher.

Have you tried updating java? It is up to update 17 and you have update 13. Edit: Make that update 21 which was released today.

Containers from which mod? Which mod pack are you using? Do you lag enough to disconnect? Are there any errors? Are you the only one on the server that experiences the lag?

I've had good success with clicking Filter Settings and then Apply Filter. This eliminates the restarting of the launcher a lot of times.

Is that the only pack not showing up, or are none of the packs there? If there are none showing it is a new bug after updating. Go to Filter Settings and click Apply Filter. If it is Ultimate only you could try the unlock code from when it was in its testing phase. Click Private Packs and type...

Where is the exe installed/located? If it is in the Program Files folder try running it as an admin or moving it to say your desktop. Either that or get the jar version, which is what I use.

To update the launcher it needs to close itself. It should open after it updates in less than a minute depending on your internet speed. If you open it again before it has a chance to update you will get the message again. Give it a while and if it does not open again let us know.
