Probably. The technic launcher only downloads modpacks from the technic website, so you can't use that as an alternative.

If you're using the Technic launcher, it should be under options. If you're running a server, it should be before the name of the server in the .bat file. If you're running MultiMC, it should be under 'Edit' and then under 'Java'. If you're running a modification to your actual .Minecraft...

I believe there was a mod that changed ore generation and made all the ores spawn at all levels. BetterOres or something like that? That's the only thing I can think of that might cause that.

Probably intended. Tin spawns higher up in a very specific Y range, from what I can recall. Copper spawns a bit below that, and most of the diamonds you've been getting are probably at the 3-7 Y levels. If you mine higher up, you might find some tin.
