You are doing things in reverse. Please follow this basic troubleshooting guide carefully and fully. Then put the zipped Sphax pack into the resourcepacks folder of Horizons.

This appears to be the same error that a few users had a little while ago. The solution seemed to be deleting the libraries folder and letting it redownload. Look here for more info about that fix and error.

Known problem. One of your configs, namely the one for opis/mapwriter, has been corrupted. Backup your save and do a force update to get a new one. Obviously you will need to add/enable the mods that you added and redo the changes you made to configs you did when you first downloaded the pack.

If it is downloading do not worry about javascript anymore. Just run the Java installer once it finishes downloading and after you uninstall the other versions and restart.

Do you have javascript enabled and changed the radio button to say you agree to the terms for Java? It downloads for me.
