If you are making a server using FTB 1.1.3 why not just download the 1.1.3 server? It already has all the correct files. Then add remove the mods you want. You will need to resolve any ID conflicts if you are adding mods.

If that is the case you are running 32 bit java, it has a 1GB limit. Install 64 bit java!!!

Actually if you prefill the chests slots with arrows, torches and food, set the bus to export full stacks and then always right click to pull a half stack of whatever out at a time it should only replenish the 32 taken out. Probably not the best method, but simple and effective.

Are you hosting the server yourself? What is your upload speed? How many players on the server when you are experiencing the lag. Are you connecting via external IP or internal IP? Do you get the same lag?

I notioced from the screenshots that you do have Optifine installed on the 1.5 FTB bt not on the 1.6.4. That may be where the difference is. (Unless you already tried that. ;) )

Try removing Optifine and make sure your Java 64 is update 40. Those 2 things are what fixed it for me.
