How long did you wait before breaking/replacing the crucible. Note that torches are really slow. It takess 500 seconds for a torch/crucible set up to make 1 bucket of lava.

Are they on a chunk boundary? There are known issues with TE ducts and conduits. Try to contain the build to a single chunk and let us know how it goes.

To get blizz powder you can infuse a snowball with redstone in the Magma Crucible/Fluid Transposer set up. Check NEI for recipes first before going the long way. :-)
