Well the hope is eventually we can have HQM configs available for download that are flagged for which packs they work with. SO people can pick the quest path they want depending on modpack and playstyle. But that will probably be in 1.7.

Because a lot of those have exploits in this pack. Open Blocks is a mish-mash of useful random blocks. That's why its possible to easily disable items directly in the config. If something is disabled in Ag Skies its probably got an exploit attached.
