I believe MCEdit could be used for generating chunks. I saw someone had issues with that creating errors in the world gen though so make a backup before attempting.

If you were to make a Tribes like floaty PvP custom gametype, I think editing the properties of an IC2 electric jetpack and static boots would be a better way to do it. Much smaller battery on the jetpack, much faster charge from the boots. Maybe add in some quantum leggings for speed.

I had no problem crafting a quarry. I also don't know of any alternate recipes for it (like the GregTech Macerator recipe mismatch). Has the admin disabled the crafting of them entirely?

Of the two mods I prefer Advanced Solars. But it sure isn't going to win over any of the people who already think solar power in general is too easy/cheap/OP. Also the Quantum Generator included in the Advanced Solars mod is a great idea for server admin / map makers.

Not mentioned in the OP, I found this crash as well. Important to note the crash occurs when searching within the Creative Mode inventory. The same items can be searched within NEI with no problem. Seems to occur with Balsa Saplings and similar. When viewed in NEI they have a flame texture. Or...

Speaking from tekkit server experience here... I've never copied the world files over to a vanilla installation before attempting a MCEdit fix, and I've never seen any kind of corruption arise from MCEdit before. Can't you just edit the files where they are already? Be sure not to edit anything...
