That's because both portals have to be in the same dimension and both chunks have to be loaded. And it's still a teleport mechanic, not an actual portal.

Well, first off, are you using an FTB modpack? Has the server changed any of the configs? Do you have those new server configs? Is the Console saying anything about this if you're using FTB? I'm afraid we need more details to pinpoint your problem.
