I'm a little confused by that as I'd be extremely surprised, (to say the least), if there were any mods on the server that didn't have permission to be there, which means that it's also fine for the players on that server to have the mods.
I'm guessing the permissions cww needs are to cover the ftb guys in case the packs access code ends up in the hands of people who aren't on the server as they are, (quite correctly in my mind), rather careful about that sort of thing. The only issue there is probably the time it takes for Tahg to communicate with the required mod developers.
