That's not a mod. It's a plugin.

You have to host a server using BukkitForge or something similar and install the plugin on that server.

You can add your own choice of mods to any modpack. That's kind of how they work. You may (read: WILL) run into block/item ID conflicts if you use mods that aren't in the "universal configs" that are being developed for FTB modpacks, though. But there's also a number of good guides for how to fix those (on this forum no less!).

Ah, good ol' Runecraft. That was the most helpful mod ever when I built the underground dome on my SMP server, uh, two years ago? Yeah, two years ago. Didn't know it still existed.

As far as getting it into a single player world, the short answer is no, you can't.

I mean, running a local server, and then connecting only 1 client that way, you could kinda fake single player, I guess. And if you are running BukkitForge you might, maybe, get a few of the FTB mods running. But the chances of getting an entire FTB pack running is effectively zero. Not all mods support BukkitForge 100% and vice versa. And, not to be harsh, but you'd have to be more tech savvy than I think you are to even make the attempt.

So, no, you can't.
