Windows .jar Problems with ID mismatches

I emailed Tech Support and they sent me to a forum post saying to change the IDs in the config of the jar. I've tried looking for them in IC2, is there someplace else they may be?

Any help would be greatly appreciated.

Also that seems to be from the AdvancedSolarPanels mod, not IC2

I tried to change it, it wouldn't let me, I gave up trying :/
