Yeah, it says "If they are meet, you can send me a message asking for permission". Hence the request permission.

Just curious, i use the .rst format for credits on my packs. Is this considered okay, nice, bad or whatever for submissions?

For submissions to us, any mods not on the permissions site need to be listed in the actual thread. For credit to the modpack author in the actual pack, we handle that two ways. We create the list in the launcher with links and author names and we export a plain text file into the minecraft directory listing all the mods and authors.

Outside of that it's totally up to you. Not many people would view it as a rst file except there on github. So it's nice as a place to link people to, but not as useful if you include it in the pack zip.
