Why would someone update without knowing what is inside...

It took a while for them to release info on 1.0.4. I wish they would post the change-log before putting it up live, because then I can see if I want to update. (Yes I'm impatient so what?)

It adds support for some new blocks (and yes, probably some bug fixes). I believe the later IC2/TE stuff (among other things) isn't handled by the OpenPeripheral version DW20 has. There have been at least a couple of people complaining about that around these parts recently (eg).
 
Oh nice, so OpenBlocks is back.

Will retry my experiments in upgrading a 1.0.1 server to 1.0.5. This time at least the elevator blocks should remain.

One of the things is the portal DW20 made cant be created in the current DW20 modpack because of some missing functions in the turtle.

It does not. It's simply a replacement till binnies mods are back but it may even stay as it offers other things binnie does not.

Fair warning. You might want to watch the configs, because now elevators are set to drain xp every time they are used. Took me a while to figure it out myself.
