First of all, upgrade your Java to 7v21, then proceed forward:

a) Make sure your antivirus is not doing the Real Time Shield thingy, keeping the files "open" so they can't be read (as seen on the pastebin log at "java.io.FileNotFoundException: C:\Users\William\AppData\Roaming\ftblauncher\ftblaunch.cfg (The requested operation cannot be performed on a file with a user-mapped section open)"
b) Force update through the launcher
c) If doesn't work, delete all related to FTB (backup your saves)[remember the FTB files in appdata/roaming as well]

First of all, you didn't succesfully upgrade your Java to 7v21. Consult this link to get instructions on how to do it: http://forum.feed-the-beast.com/threads/how-to-manually-remove-java-from-windows.20925/

Second, did you delete all FTB related files (the FTB folder as well as the FTB files in appdata) and redownload the launcher from feed-the-beast.com?

Be careful just tossing that link around. It's for very specific circumstances dealing with windows not removing files properly from specific java updates. Always try to start people off with Ash's very well written Basic Trouble Shooting and Pastebin Log documentation which are the first and second link in my signature respectively.

Does Windows ever remove files properly from older java versions? (within v7, that is)

It was mostly an issue with u7 and u9, it was corrected u13 and up (as far as I've seen.) If you updated off u7 after running a java application, not all of u7 was removed. u9 would erroneously point to a u7 .msi for uninstall on rare occasions that made it impossible to uninstall by any means other than manually. Both of these problems were for the jre and not the jdk.

you just have two javas installed just delete one and your good[DOUBLEPOST=1371622235][/DOUBLEPOST]go to start and search java

not necessarily. this problem was occurring in an older version of the launcher and has resurfaced with the new ultimate pack (as far as i can tell it's only with the ultimate pack this time).
there's no real "fix" for this issue right now.
