From the terms and conditions:
"11. The winner will be notified by email within 28 days of the closing date. If the winner cannot be contacted or do not claim the prize within 14 days of notification, we reserve the right to withdraw the prize from the winner and pick a replacement winner."
Wait... is this due the midnight between the 9th and the 10th, or midnight between the 10th and the eleventh? The terms say "Closing date for entry will be 10th August 2014. After this date the no further entries to the competition will be permitted. " Is that "after this date hits the calendar" or "After this date expires from the calendar?"

Going by slowpoke's original post I would say as long as you get it uploaded before 11:59pm UTC on 10th August 2014 you should be fine. I would check time conversions online to know when the cut off time in your local timezone is.
I found some problems with my submission - can I upload a fixed version?

Just to make sure, UTC is non-daylight savings, right?
According to a conversion site I found, UTC 00:00 (midnight) is PST (no daylight) 16:00 (4pm) (matches what I understand), and 17:00 (5pm) when daylight savings is in effect locally.
So I have about 4:40 left to get something at least partially finished. Right?

I think it was GMT, given that it's no longer letting me submit, but Captainnana assured me it was EDT. Hence my panic.

I used the link on this page: http://forum.feed-the-beast.com/threads/3rd-party-modpack-guidelines.18250/ to send a link to the third-party modpack team submitting a 3rd party modpack, mentioning it was a jampacked entry. I hope that will be enough. :/
