I have used FTB launcher for about 5 monthes, but recently reinstalled it on 10/31/13. which is when I encountered this problem. Today I tried to recreate the error on my dusty old Gateway laptop which I haven't used for almost a year and after booting it up, installing most recent Java Updater, and downloading the ftb launcher for it's first time, it worked like it should. Just wanted to add that.

I have been getting the 'Connection refused: connect' error all day today. I ended up trying every single troubleshooting option there was without any sign of improvement. Finally, I attempted the win+r and setx _JAVA_OPTIONS -Djava.net.preferIPv4Stack=true solution for 'Address is invalid' and the Connection refused issue completely disappeared.

This appears to have solved my issue as well!

Well it's at least fixed the initial issue. Now I can't download the actual modpack.

This is NEVER necessary for a video game. Unless your video game corrupts your hard drive or registry keys.

I resolved the problem by creating an exception for Java in the Windows Firewall
Control Panel -> System and Security -> Windows Firewall -> Advanced Settings
Click on Outbound Rules on the left pannel -> Action -> New Rule...
Program -> <Java Installation path>\bin\java.exe -> Allow the connection -> Choose your options and click finish
Restart the FTB launcher and it should work (worked for me)
